New Federation Rule  (United States)
If the ruling stands as it it in Casebook, Not allowing enforcement of a Foul during the Try to be carried over to K.O. when the already was was one accepted on the T.D. seems to be allowing a "free shot " to the Defence ( unless it's UNS). Anyone have any thoughts on this???

I agree. Our state interpreter got a lot of push-back on this. It stemmed mainly from the NF's ruling regarding UC fouls. Consider this play: B curses during A's scoring play (live ball) and A chooses to enforce on the KO. During the successful try B commits a live-ball personal foul, A now has two LIVE ball fouls on the table -- yes, they consider the UC foul as a live ball foul even though we argued that it is a dead-ball enforcement and by rule can be enforced along with any other live ball foul. A must now decline one because (and now they resort to the rules) that there can only be one live ball foul enforced against one team.

He said he would let the NF gurus know our discontent about this ruling. It certainly does allow B to tee off and get a free shot in.

April 2007 Referee addresse this w/ a case - Play 9 - foul by B during TD and foul by B during try - "it is possible ... to have both penalties enforced on the kickoff".

You do have the option of calling a "free shot" a flagrant foul and ejecting the offender.
