The POTD for 8/24 asked who would be eligible after several shifts during scrimmage-kick formation. I think if a numbering exception (#33 in this case) winds up on the end of the line then at the snap it is an illegal formation foul. Anyone else agree/disagree?
I'm not sure why it would be an illegal formation foul. What would cause that?
