Touching ignored on scrimmage kicks behind LOS ?  (United States)

I was curious what the thinking was behind this rule.

If a pass is tipped behind the LOS, there cannot be pass interference downfield.

Why is it different for kicks?  It seems inconsistent to me how they could be different rules applications for the net same effect.

 

Any thoughts?
