There is a lot of discussion on today's potd. There was a ruffing penalty called on a completed pass where he fumbles from the 10 and the ball goes through the end zone and over the end line. According to the NF website, the penalty is enforced from the end of the run (10 yard line). But the rule states that the special enforcement is only on a completed pass where there has been no change of possession. Is the NF considering the ball going through the endzone not a change of possession?
A change of possesion occurs when the opoosing team (B) gains posseison udring the play and not after the play or as a result of the action during the play. The ball going through the end zone does not constitute a change of possesion. The result of the play is awarding the ball to the opposing team.
Okay I need clarification: If the pass is incomplete, we would enforce the roughing the passer penalty back to the previous spot (line of scrimmage) b/c it is a loose ball foul, right? In this play of the day (8/21), the penalty is enforced at the end of the run (10 yard line) b/c the pass was completed, even though the penalty STILL occurred during the loose ball?
