Been away from officiating for a few years (10), but on the clip by R prior to R gaining possesion meant it was a loose ball foul, and the ball went back to K.
I thought it used to be that R had to have 'clean hands' before the change of possesion in order to keep the ball, or K would have had to had declined the penalty in order for R to keep possesion.
The term "post-scrimmage kick possesion" wasn't in the books 10 years ago, Am I wrong about that?

Now there is a Post Scrimmage Kick penalty enforcement.
PSK fouls are the following:
A foul by R occurs,
1) During scrimmage kick plays, other than a try or successful field goal
2) During a scrimmage kick play in which th eall crosses the expanded neutral zone.
3) Beyond the expanded neutral zone
4) Before the end of a kick
5) And K does not have possession of the ball when the down ends and will not be next to put the ball in play.
This only applies to fouls by R. The meaning behind this is that K has decided to end their series and just because R fouls, it shouldn' t give K the ball back.
